The European Commission has issued a set of recommendations to help protect vulnerable households from energy disconnections, better manage their energy supply contracts, as well as play an active part in the clean energy transition though energy self-production and sharing.

The recommendations deliver on the Citizens’ Energy Package and the AccelerateEU communication recently adopted by the Commission to tackle the current fossil energy crisis.

Creating a more inclusive, resilient, and sustainable energy system is key for Europe’s push towards energy independence. The recommendations issued today focus on empowering European consumers by facilitating informed choices when it comes to their energy supply, as well as on preventing disconnections and consequences of supplier bankruptcies. They also seek to support member states in promoting the swift development of energy communities and forms of energy self-consumption and sharing, which can contribute to the transition towards cleaner energy while lowering prices.

Energy and Housing Commissioner Dan Jørgensen (pictured) said:

“The conflict in the Middle East—and its impact on energy prices—underscore just how volatile global energy markets remain, and how urgently Europe must strengthen its energy resilience. This must be the moment when we accelerate the transition to a more sustainable, secure, and consumer-focused energy system. At a time when rising energy costs are a real concern for EU citizens, this package turns policy ambition into concrete benefits for households, communities, and small businesses across Europe. We must protect vulnerable households from energy disconnections and support all consumers to better manage their energy supply contracts as well as play an active part in the transition.”

The Commission will work closely with the member states and stakeholders to ensure an effective implementation of the recommendations, by providing technical assistance and monitoring progress.
